FOR PET OWNERS TRAVELING TO THE EUROPEAN UNION WITH THEIR PETS

With this Notice we wish to inform you that non-commercial movement of pets from Bosnia and Herzegovina to the member states of the European Union, accompanied by the owner or a person, who takes responsibility for animals on behalf of the owner, has been prescribed by Regulation (EC) No 998/2003.

In accordance with the stated Regulation of the European Union, when being non-commercially moved from Bosnia and Herzegovina to the member states of the European Union, in addition to a passport, pet animals must, be accompanied by a veterinary health certificate.

In accordance with the Decision on health status of animals and consignments of animal origin in domestic and international transport ("Official Gazette of BiH" No. 33/03, 14/04, 35/05) the Veterinary Office of BiH issues the veterinary health certificate to the official veterinarian on the basis of his request.

The certificate may be signed only by the official veterinarian, authorised by the Veterinary Office of BiH, with deposed signature at the Register of the Veterinary Office of BiH.

The official veterinarian (authorised for signing the international trade certificates) shall previously obtain the authorisation by the Veterinary Office of BiH on the proposal of: 

1. The Ministry of Agriculture, Water Management and Forestry of the Federation of Bosnia and Herzegovina  (see Annex III of this Notice);

2. The Ministry of Agriculture, Forestry and Water Management of the Republic of Srpska (see Annex III of this Notice);

3. The Department for Agriculture, Forestry and Water Management of the Brcko District of  Bosnia and Herzegovina, together with each institution  responsible for the implementation of the legislation related to the veterinary area (see Annex III of this Notice).

The official veterinarian may authorise another person to take over the veterinary-health certificate on his behalf; the authorisation issued by the official veterinarian must contain data of the person to whom the authorisation for taking over the certificates and their handing over to the official veterinarian for signing had been given. 

The Veterinary Office of BiH, pursuant to the above stated Decision, shall issue the veterinary health certificate within ten days.

 The owner shall take the following steps before the non-commercial movement of a pet:

  1. An animal shall be identified by a clearly readable tattoo or by an electronic identification system (transponder - microchip).
  2. An animal must be accompanied by a valid passport (ownership booklet), issued by the veterinarian, authorized by the competent entity authority of BiH, documenting:

a)  a valid anti-rabies vaccination in accordance with Annex Ib to Regulation (EC) No 998/2003.

b)      where necessary, that further health measures, other than rabies, related to the prevention of diseases transmissible through the movement of pets, have been taken over the animal (please verify with the competent authority of the EU member state of destination if additional measures are required  before entrance of an animal on its territory);

 Refer to the official veterinarian, authorized to sign the certificate (see Annex III to this Notice - Contacts of the Competent Entity Authorities) to require the signing of the Application for issuing the certificate, referred to in Annex I to this Notice.

<!--[if !supportLists]-->3.       <!--[endif]-->The Application, compiled by the official veterinarian and the proof of payment for development and issuance of a certificate from Annex II to this Notice (filled in and paid by the owner of an animal) should be submitted to the Protocol of the Veterinary Office of BiH. 

<!--[if !supportLists]-->4.       <!--[endif]-->The Application and the proof of payment shall be submitted to the protocol of the Veterinary Office of BiH by the official veterinarian, retrieving the certificates. If the official veterinarian had authorised another person to submit an Application and proofs of payment to the Protocol of the Veterinary Office of BiH, as well as to take over the certificates on his behalf, (see Annex IV to this Notice) the authorised person must hand over the certificates taken over from the Veterinary Office of BiH to the official veterinarian for compilation, signing and verification.

<!--[if !supportLists]-->5.       <!--[endif]-->If the owner possesses the authorisation issued by the official veterinarian, referred to in item 5 of this Notice, he shall submit the following documentation to the Veterinary Office of BiH:

<!--[if !supportLists]-->a)            <!--[endif]-->The Application, compiled by the official veterinarian, referred to in Annex I to this Notice;

<!--[if !supportLists]-->b)            <!--[endif]-->Proofs of payment referred to in Annex II to this Notice;

<!--[if !supportLists]-->c)             <!--[endif]-->Authorisation for taking over the certificates from the Veterinary Office of BiH on behalf of the official veterinarian, referred to in Annex IV to this Notice.

<!--[if !supportLists]-->6.       <!--[endif]-->The official veterinarian, on the basis of data required by the certificate and in accordance with the Regulation (EC) No 998/2003, shall check if an animal fulfils the required conditions (check of identification documentation, together with all the other verifications related to an animal) and afterwards compiles the certificate, signs it and puts his stamp on it.
